Zoro is stronger. Luffy's strongest attack( I am being much lenient) can maybe barely mimic Hybrid Bagua. Nerfed Zoro tanked that. Zoro's serious attacks are easily much stronger than Hybrid Bagua. Zoro blocked and tanked Hakai.
Luffy can't even tank Ragnacoc or Bagua
Zoro has better endurance, and better AP.
Zoro wins. No matter how you look at it.

No. Thunder Bagua is a devastating move, one that can deal good good damage to another Emperor. acoc KKG is head canon as of the moment, but no. That wouldn't even nearly be comparable to Hakai. And Zoro took Hakai and still pushed forward.
