Oda didn't started any Celestial Dragon War. He just had Revolutionaires officialy declaring war against WG which makes no sense since everybody knew they were at war already. If anything Revos just proved to being capable enough to infiltrate deep into Mariejoia which should fright WG.

There is no real war really going on yet. Final War will be the whole world not just Revolutionaires and their stupid dream since they are no where capable of beating Admirals.

Sabo's bounty as RHM was 600 Mil. All the other commanders have bounties below 600 Mil. No matter how powerful dragon is , a single top tier is not a threat to WG.

Just look at Nico Olivia and Nico Robin, they got a big bounty early on, regardless of their power level. I have no doubt that Dragon is strong, but he is also the head of the only organization(that we know of) that openly sabotages the WG, bringing entire rebellious countries under their wings in a combined effort to overthrow the WG.

So yes, he will obviously have a high bounty but it doesn't mean much in the grand scheme of things.

Luffy wants to be the person with the most freedom, while Imu is literally controlling the world. This is not Dragon's fight to win, nor is he capable of winning it.

War has been declared and dragon said the holy knights will be mobilising due to the revs cutting off their supply lines, and ivankov said that they will be targeting sabo.

There is no reason to have final war if Celestial Dragons were already out.

I think the final war will be a big cluster fuck where every major faction is involved(yonko, revs, marines, WG) but the main final opponent for Luffy will 100% be Imu.
