One can argue it's plot.

But an in-verse reasoning is that he wishes to rule, and to not destroy.

Will he destroy if he's threatened? Absolutely.

But him remaining in his shadows, and maintaining a world govt without a single king - as represented by empty throne and swords representing royal clans of the alliance; shows his desire to rule a stable and legitimate system from the shadows.
If one of the clan heads was shown to be the true ruler of the world, that would delegitimize the world govt in the eyes of a lot of kingdoms. Because the world govt works based on the idea of representation of all countries via their kings - hence reverie.

As much as possible, he prefers working in the shadows.

But I will definitely acknowledge that he has no excuse for being much more efficient with his power and influence. Gorosei themselves are top tiers, and we can assume that even aside from Gorosei many top tiers have appeared in the HK ranks throughout centuries. They should've crushed their true threats by this point.
