Most of the CDs are frauds. They didn’t actually do anything to deserve their status, they are just descendants of the original 19 kings.
I think the original 19 was more than likely Imu’s “crew”. They were extremely powerful and hence Imu granted their descendants god status in order to keep their bloodlines under his control.
While most of these guys were fodder, some became powerful holy knights and gorosei.
However, with the war, Dragon is putting pressure on mariejois. If the pressure becomes heavy enough, Imu will inevitably pull the rug out from the CDs.
Because ultimately, the CDs don’t matter. They aren’t real gods. The only god in the OP verse is Imu and the gorosei who rule in his place. The average CD is worthless at best and their only use to Imu is breeding future holy knights and gorosei.
When the pressure reaches its peak, Imu will inevitably prioritize himself, the gorosei, the holy knights, and their immediate families. Everyone else will be fed to the dogs, likely reduced to the same status as the slaves they once held.
This is how Oda will redeem the CDs. He’ll show that they weren’t inherently evil people, but rather just ignorant victims of Imu’s schemes who then went on to victimize others due to the world Imu created.
Imu will enforce a hierarchy in Mariejois where only the immediate family members of Imu/gorosei/HKs are considered true gods. Under this hierarchy, the rest of the CDs will be tortured, beaten, and oppressed just as they did to others.
I think this will inevitably lead to the CDs repenting and realizing Homing and Myosgard were right, that they were always human. They will begin to worship Nika and pray for him to save them.
The story will end with Luffy doing that exact thing.
