Ok, so the only way Imu could have lived so many years is through Law's fruit, so someone used the Eternal fruit on him or her.

But what is his DF? We saw with Sugar's fruit, that there is fruits that can alter the mind of people, they only way Imu could make these 19 kingdoms which I supposed had to be High to Top tiers in the war 800 years ago to the current Celestial Dragons where I dont think they represented how they were 800 years ago, strong fools with their own agendas and dreams and not the current CD that really thinks they are Gods with no power.

So Imu had to control history from their minds, had to erase many things from their minds. So I think Imu's power is mind control, can give memories or take them away, but this power is bit by bit weaking, reason the Don Quixote family could get out of the system.

Sugars fruit is very specific and limited in what it can alter. She has no direct control over it.
A better example is Puddings ability.

I doubt that Imu has a Devil Fruit. Imu has the ability to control, harm or weaken Devil Fruit users.
It is very suspicious that high ranking Marines are required to take a Devil Fruit.

Since when do they need to have a devil fruit? Garp got offered the role of Admiral and he didn’t have a fruit. And Akainu, aoikiji, kizaru all had devil fruits before they became admirals.
