Powers & Abilities Inconsistency of Zoro’s fighting ability

Zoro has always been held back so he doesn't outshine Luffy and make him look bad. Zoro's battle against Hody, Lucci, Kaido and BM are perfect examples.
When Luffy fought Lucci, he used his peak power (G5) 3 name attacks yet fail to knock him out or remove them as a threat. Immediately after the battle Lucci look like he was barely in a fight with only a bruise on his cheek while Luffy was fighting for his life just to stay alive.
Compared to Lucci's fight against Zoro who used 2 swords majority of the battle and defeated him with one attack. Zoro's attack left Lucci in such poor condition he couldn't walk inside a building to rescue a friend. He had to beg a Gorosei to spare Kaku's life.
