I don't know who Impact is, but if by any chance he still believes that the One Piece is Roger's treasure rather than, first and foremost, Joy Boy's legacy, which only the Chosen One is meant to properly utilize at the right moment, fulfilling the prophecy to break down the Red Line and unite all the seas under a single great ocean (hence the fact that Roger arrived too early, since Shirahoshi hadn't been born yet and Nika hadn't yet found its owner), with Roger and his crew merely adding to the existing treasure while leaving their overall legacy, then I could probably beat him in many other One Piece debates.

Furthermore, although the absence of a Gear 6 is a plausible prediction, we might see the emergence of a pseudo-Gear 6 as the story progresses, with Luffy amplifying his own haki by interacting with Joy Boy's haki that was allegedly stored inside the Giant Straw Hat through a haki knot. The gap between Luffy and Nerona Imu is simply too vast, and so this is one of my main theories.
