The Answer is Caesar, the guy who made an entire army of freaky ass perverted furries, the Beast Pirate Gifters.
He has animal features. He turns people into animals. His biggest hater, Chopper, is a human/animal combo due to his Devil Fruit.
Who else did he work with? Big Mom, who also supported interspecies relationships, and wanted every species to live in her territory.
While Vegapunk sought Lineage Factor for humanitarian reasons, Caesar wanted Lineage Factor for personal reasons. To change himself. To look... good, so he would be treated, as a good guy. Keep in mind MADS WAS trying to make peace through weaponry at first.
Vegapunk eventually realized the only people with the funding and protection to allow him to fully fund his research was the WG, so he sold out, while Caesar, Queen, and Judge sought to destroy the WG by fighting against them.
Is it really a coincidence that Caesar chose two animal themed, powerful pirates, who also both wanted to destroy the Celestial Dragons?
Caesar will see the error of his ways in the future, and use his Lineage Factor research to mass produce Zoan drugs in a way even Vegapunk couldn't.
