I would say yes this is Oda creating fake tension.

I mean we already knew how many marines were going that way. There is literally 0 reason for him to hype that even more by having that incident claiming.

I guess he got worried people would hate how much we are changing views in this arc. We were at Egghead and then we moved to Winner Island, later Elbaf, then Hachinosu, and he used that fake tension to keep people interested in Egghead while he was developing the other plots.

We got nonstop 200 chapters of "the borders of Wano must be open" then at the very last minute of Wano Oda was like, "I still have not thought of a plot for Wano to be open so I am just going to change my mind and keep it closed and write a single panel of Zunesha walking away".

The thing about the Egghead incident is that it is de ja vu all over again, and the fandom falls for it every time.

To me York seems a little delusional.
Seemingly thinking that the situation will be resolved by her handing over the CP agents and vegapunk to the world government. But if she had any insight in O'hara, it would be clear that not only aren't the world government at all interested in getting the men back, nor do they want Vegapunk 192.168.1.254 alive. They just want the island and everyone gone.
