I haven't read either of Togashi's works, HxH or YYH, so I can't quite comment much on it, though from some scribbles and such that I've seen I get the feeling that they might be a bit overrated, mostly HxH. Though again it's mostly a feeling, I'd have to actually check them out to judge more accurately.
HxH has the best and most consistent fighting system of any manga (though Togashi took a lot of it from RPG style stuff) and the characters are on the intelligent side which can help be a nice novelty when you come from typical Shounen, including One Piece.
It also has one of the best manga arcs period (Yorknew).
After that, there are a lot of interesting concepts but it mostly stops being a manga and turns into a novel, for better or worse, and the concept of show donΒ΄t tell does not exist for Togashi, neither does panel distribution.

Regarding the topic, i think the forum is not ready for such a question because people do either do not have the necessary focus or interest to judge something like that accurately (if itΒ΄s even possible in the first place), though i think you gave a lot of points to judge a manga by.
Oda has a lot of faults and has done mistakes narratively that overshadow a lot of things that make him truly great and respected, especially for other mangaka who recognize his strengths.
My advice in general regarding every field would be, if you donΒ΄t have experience yourself, always look towards people who others in their field respect and try to emulate.
And Oda is someone who has enjoyed a lot of respect from his peers, more so than anybody else in his generation, and is often named the third most influential mangaka of all time (after Tezuka and Toriyama).
For me, there are aspects that make him and OP truly great and worthy to read despite the narrative mistakes, especially post-TS, and he is doing better than most or maybe even best.
World-building, incorporation of themes, character design and paneling.
Whether that makes him top 3, or 5, or 10, who knows.

No, but oda reminds me of somebody like Lebron, you can't deny his greatness due to longevity peak
Comparison to Lebron is not so far-fetched, not only because of the longevity, but because Lebron/Oda have so many aspects they excel at (Lebron might be the most complete player) but get bogged down by their faults/mistakes compared to other great examples of their field.
