Character Discussion Is Figarland Garling the most Cold-Blooded Villain in One Piece so far?

Figarland Garling has undoubtedly marked his little screentime (so far) with feats of pure violence, executed in cold blood and without regrets.

He personally proposed the civilization to be exterminated for the next Human Hunt, the very civilization of the woman with whom he recently had two twin children.
He initiated the same game by killing the king of said civilization as a starter and then gave vent to his uncontrollable murderous pleasure by killing God Valley's civilians left and right for sport.
He stabbed to death the woman who bore and raised his children, calling her unworthy, right next to their cradle. Smiling and looking into her eyes as he did so.
In the present, he personally executed Mjosgard for protecting the Queen of the Fishmen, giving a clear idea of his way of seeing and judging the world around him.
And I think this is just a taste of what we'll see from him in the future... He's being built as the Ultimate Weapon of the Celestial Dragons under Imu.
It's almost as if Lucci's lucid ruthlessness and Doflamingo's overwhelming megalomania merged into one ice-cold being.
Overall, Garling looks like one of the closest depictions of a full psychopath we've ever had in the story.
Am I the only one with this impression of him?

Garling will be the phenotype of the repugnant character; nothing about him will justify him being the trash he is; he simply suffered the celestials' lobotomy of believing they are "SUPERIOR" to other races or peoples.

The worst part of all this is the fact that Garling made Shamrock, his success in evil, another character who unfortunately suffered at the hands of this sick lobotomy of the Celestials, in which they truly believe they are superior to everyone. At least by the end of the work, I believe Shamrock can still be saved, or die pathetically believing the lie of being superior to others.

I'd say so, yeah. Garling has Doflamingo beat in the evilness department. Doffy still had a crybaby backstory about being persecuted by paying for the sins of the CDs as a child when he was forced to live among the commoners and some twisted sense of self-awareness as we saw with his Marineford speech.

Everything about Garling tells me he revels in his superiority over others, the dude probably wrote the CD's equivalent of Mein Kampf that they all follow

It's clear that Garling has an agenda since he was displayed as a main character in the One Piece's race (chapter #1121), but what could it be? He seems to be incredibly aligned with Imu to all intents and purposes...

IMO, Garling considers himself stronger and wants to be a ruler even worse than Imu. He wishes to undo the alliance with the WG kingdoms, just making everyone outside of the 19 families a target for either slavery or absolute eradication. Even if the Gorosei/Imu are cruel, they still have shown some consideration for their assets once in a while (e.g.: Saturn felt pity for having to kill Vegapunk, Ju Peter saved the Cipher Pol agents trapped in Egghead's Labophase, etc.). Even the other Gorosei seem to be wary of Garling's modus operandi.

IMO, Garling considers himself stronger and wants to be a ruler even worse than Imu. He wishes to undo the alliance with the WG kingdoms, just making everyone outside of the 19 families a target for either slavery or absolute eradication. Even if the Gorosei/Imu are cruel, they still have shown some consideration for their assets once in a while (e.g.: Saturn felt pity for having to kill Vegapunk, Ju Peter saved the Cipher Pol agents trapped in Egghead's Labophase, etc.). I definitely get the impression that Garling is a ladder-climber who intends to supplant Imu one day as the supreme ruler of all. Being a member of the God's Knights, he had already been granted a form of immortality by Imu and worked his way up to supreme commander. Now he's one of the Five Elders making him the second highest authority in the world, he's definitely gunning for Imu's seat next.

Garling is working within the system to become king of the world whereas the outsider, Xebec, tried to speedrun it: be an undefeated davy back master, acquire the strongest pirate crew in history, break into castle pangea to confront Imu, etc.

It's a toss between him and Doffy, but Doffy has slight sympathetic traits since he actually cared for his family (except when they betrayed him) whereas Garling so far has no sympathetic traits at all.
