It is not coa but shockwave created by garp's attack. Just like coby , garp can used ranged attacks.

I'm not sure if it is emission, same with Kizaru deflecting Luffy's strikes in EH. It might be but not much detail is there.

The best confirmed emission feat I can recall is this one.
