His justice is equivalent to he does what he thinks is right in a case by case basis. Literally same as pirates in the verse, that’s what “My justice” is. And oda himself wants us to draw this conclusion by having Rox himself say damn near this and by having the character who’s justice is inspired by Garps, Kuzans, actively becoming a pirate himself.
I don't see how he's that similar to a pirate when he tries hard to cater to neither pirates or the CDs
In fact he got pissed about having to team up with a pirate at God Valley and having to defend the CDs
He's not really a good person as he still consistently abused Luffy and his brothers when they were kids (although it was played for a gag) but I wouldn't say he's a hypocrite based off the fact that he just does whatever he feels is correct. Most people operate by that mindset

No that’s the Pirate ideology in This manga. All pirates are just out for themselves regardless of their affiliation, and it’s shared interest that keeps crews together.

That’s exactly what Blackbeard said when Kuzan joined.

Garps ideology is one shared by pirates. Not one shared by marines or heroes
Even then, does he really think like that? He sacrificed himself for Koby and his gang and was shown saying that if an old person and a baby are in trouble, to leave the old person to die so the baby can grow up. Doesn't seem that selfish to me.

Selfish and Self Serving are two different things. Garp did this because Garp wanted to as he believed it was right.

It’s like Luffy attacking Ennies Lobby, he did it for selfish reasons, because he wanted to save Robin.

Garp acts like a pirate because he literally does things the same reasons pirates do. Even his moniker “the hero” is shown to be a lie as according to the record he got it for saving slaves and CDs on God Valley. But oda confirmed the only reason Garp was there was because he wanted to fight Roger. If Roger never appeared Garp wouldn’t have gone to save the slaves or CDs at all.

He’s a pirate in a marine coat.

Yes... Because... He despises the CDs and just does not want to help them. He sees them as rotten people. That's not really a matter of him being self serving or whatever you call it, he simply just refuses to help people that shouldn't be helped.

He's almost nothing like pirates, even if you prove that he's selfish like them that's just him sharing one quality with them. He doesn't pillage, rape, kill, etc. and is vehemently against ANYONE doing that.
The whole point of Garp is that, while other Marines consistently behave like Pirates, he goes against the norm and so does his protege Koby. He believes in actual justice for both Pirates and CDs.

More Marines do that than you think, hell even the dude that was letting Arlong terrorize Nami's town in exchange for money, well, did that.
Garp would have shut that shit down with no excuses being allowed whatsoever.
He gives both sides equal treatment. It's not about personal desires or whatever else, he just can't let anyone be a bad person and get away with that. It's shameful to him.
Also when did Xebec say that?
