To a degree, yes, but he can make appear googles out of nowhere, apply his toonforce to other character bodies, change his shape at will. Resuscitate. He is not the living tribunal or an omnipotent being, still now there are a lot less boundaries which make Nika Luffy different from that. Also if this is not his limit what could possibly get the next gear?
