I can't figure this out because both would make sense.

If Im is a man then there could be a storyline where he wants to marry Vivi and Kings are usually the ones represented by thrones but queens do as well.

If Im is a woman then there can be the Im is Gaia, mother of joyboy story.

I don't really see a woman being Luffy's final opponent. The only real female villain was big mom and she was a joke.

I think Luffy's mom was a lunarian who was killed by the world government/celestials which is why Dragon started the revolutionary army for revenge.

Im Sama has to be a man.

Luffy is a man with parallels of a female goddess Nike.
Im is a man with parallels of a female goddess Gaia.

I got woman vibes from Imu, slim figure, elegant, gentle demeanor (holding butterflies etc. not the kind of portrayal male characters get)...

Is there a theory about this? Seems interesting.

It could go either way, but it would be interesting if the big bad of OP world was a woman imo.
Probably not a fighter though, but he/she could have some super mega hax DF power (not necessarily combat type).

Im/Imu Sama is a woman because the name sounds like Emu a bird and a lot of One Piece female names are connected to bird names

In fact the very second cover story of One Piece is Luffy standing next to an Emu
