Character Discussion Is Jinbe’s bounty inflated because he’s a fishman?

Jinbe fought a yonko and an admiral, Jinbe had the highest bounty after it was frozen because of being a warlord for years post timeskip in the SH crew . Jinbe knocked out Moria after using his shadow stealing ability with one punch. He pushed Big mom off the sunny with a single punch when G4 luffy couldn't move her an inch and ended up getting knocked out instead.
Jinbe had his own crew and was powerful enough to be invited to become a warlord. Fought Ace who had the potential to become one of the most powerful pirates with one of the most powerful logia one on one for 5 days.

Jinbe deserve to be the second strongest in my opinion. But zoro's ambition to become stronger>>>jinbe's

Nothing was inflated, it's very simple, Marines knew nothing about what happened on Onigashima, so they were like:
Give Three Captains 3B
Give Worst Gen Subordinates, Former Shichibukai and Germa Prince 1B
Give Rest of SHs +300M Boost for being Yonko Commanders
Give Robin extra +500M because WG really wants her now more than ever
End of Story.

I don't understand why people really think that the WG cares about each specific Tobi Roppo/Calamity fight when two Yonkos fell. They think the WG are giving bounties according to each of their achievements when it's obvious that it's not so.
They split Yonko bounties between the Three Captains.
Gave Luffy's top Commanders somewhere around 1B each.
Gave the rest of the crew something between 300-500M with Robin & Chopper being obvious exceptions.
Besides, Jinbe is a Former Warlord - a well known & respected figure in the Pirate World & someone who has been part of Two Yonko's Groups. He absolutely destroyed one of the stronger Veteran character on Land. At Sea, he's even stronger. It's obvious that he'd get 1B if he joined a Yonko.
Sanji's bounty is simply Oda re-using the same thing he did in Enies Lobby & Dressrosa for a gag. Don't think too much about this set of Bounties & try to map it to accomplishments etc,.

He fought countless strong marines like Strawberry when he was with the Sun Pirates.
He escaped Impel Down and fought during Marineford.
He affiliated himself with a Yonkou during 2 years.
And now, he is again affiliated with a Yonkou (Luffy), became a commander of this Yonkou and helped to overthrow 2 Yonkou at Onigashima.
After all of this, it's normal the WG starts to take him very serioulsy.
His new bounty is that high especially because the WG is fed up with Jinbei.

Him having a higher bounty because he was a legit warlord already should be reason enough he has a bounty above sanji who had his leg broken by vergo. Warlords were one of the 3 groups who balanced power in OP world.
If zoro or sanji can become stronger so can jinbe who was stronger than both to begin with.
