You just totally misunderstood what Kizaru's saying. He's saying that he doesn't want to destroy Egghead unless he has to. If he's losing to Luffy while holding back, he'll have to give up on keeping Egghead intact and just go all out

If the Marine fleet loses the straw hats will not stay there anyways. The Island is prone to further attacks from the WG. If there was any concern that the Crew makes Egghead their stronghold they wouldn't have bothered surrounding them in the first place.
Nuking the island is a worst case scenario and even then it's beyond stupid. Nuking the island that provides the fuel to use the very same weapon is beyond idiotic.

It's why egghead is an effective stronghold, not only is there a barrier preventing entry but the island itself is far too valuable.
With this even if they manage to get past the frontier dome, Kizaru cannot just nuke the island to oblivion without needing to engage with any specific person. The fight would end before it even starts for the crew as a whole.
