He doesn't follow someone else's orders because he is incapable of leading, or is drawn to the charisma of others, he does so because he wants the freedom to be able to kill without consequences.

Lucci has in fact showcased that he possesses the qualities of a King, because despite there being no hierarchy within CP-9, outside of Spandam, the rest of CP9 followed Lucci's orders without question.

Yeah. Seems rebellious which is a CoC trait. Still think Sanji and Law should have it, too, but whatever.
Sanji's a long shot atm but Law's willpower is inconsistent. Sometimes he's brave like Luffy, Kid and Zoro but sometimes he doesn't like taking big risks.

That‘s what I mean by his friends being loyal to him. He‘s the same as Kata and Doffy in that aspect. People follow him. Wouldn‘t be surprised if Enel or Croc had CoC as well.

He's a natural leader and a tactician, plus his colleagues respect and cares for him based on CP9 cover story. I don't think he has it but I wouldn't be surprised if Oda gave it to him.
He‘s a leader and his friends are loyal to him as shown in the Cover story when they collected money for his treatment. Usually that‘s the trait of a conqueror as seen with Kata, Kid and Luffy.
