Imu definitely has a chance of being stronger than them in their primes. We don't know if imu is human or not so technically either is possible. He could even just be called "worlds strongest"

Just like imu can be stronger than whitebeard or kaido there's also a chance for one of the gorosei to be a stronger swordsman than mihawk

It's not "in fact", "explicitly noted" that Mihawk has greater "Sword Skills". That s on the end matters.
It's specifically "Swordskill" which in japanese can also be "Swordsmanship". The line is supposed to be interpreted as "He has greater Swordsmanship than even Red Hair, he is the Strongest Swordsman in the World."
