I think she is. She has more variety to her character, she has more long-running development especially with regards to her maternal nature, loyalty and bravery, she's had a lot more plot involvement for a long time now etc.

Hard to say...what implies having the best character?

She def has the most depth and a network of factional dynamics, be it with the Revs, other pirates, World Government/Navy and now Elbaf.

Everything is within reason so I'd say she is up there.

She interest me, and I love her design, but she's not a main character and we don't know her like we know Robin. Robin is best female of the series imo.
