I think the reason they haven't used it this arc is because Oda is saving it. Lucci said he doesn't recognize Luffy as a yonko yet. I think Oda is building up to a moment where Luffy and Zoro use some sort of massive combo attack comparable to hakai, at which Lucci will recognize Luffy as a yonko.

But my headcanon is that Loda is saving it for the 100 ships. I mean they kept saying "100 ships left for Egghead", so a combo attack is imminent

Cap. Hakai is the strongest combined attack Kaido and Big Mom could realize and Zoro blocked it.

Hakai 2.0 is already very impressive. Stronger than that just Im's island destroyer weapon attack.
