oda set up exciting things, instead of paying them off (imu on elbaf, maryjoa burning..) he wastes our time with chapters about kuja as idols and other such nonsense. the traitor plot in egghead was even worse. he claims he wants to end one piece in a timely fashion, but introduces more and more annyoing side characters

Kinda agree with you. Some plots within arcs are unnecessary.
If Shakky being the treasure they fought for in GV is real, Kuja's introduction was justified though.
