Definitely talent characters are automatically capped based on how talented they are. Characters have been working hard for decades and be in thier 30's and 40's yet can't get any stronger. Luffy the main character barely trains yet always gets stronger. The few of times he did train he got way stronger than when he didn't. Luffy talent let's him have a much higher peak than others that no amount of hard work can ever compete with. No matter how hard you work you'll never be anywhere near luffy if you don't have the natural ability to reach him. A character like Marco will never be near luffy and luffy will still be getting stronger. No matter how hard marco works he can never catch luffy because his talents caps him in the high tier.

Its about neither of those things.

Its nepotism. People pick successors and groom their own replacements.

Because its a manga it just so happens Luffy is talented/hard working in addition to the legendary lineage and assistance by Emperors/Admirals.

It subverts the hard work idea. While Goku had the privilege of being Saiyan, he was low class and the whole plot was about outdoing someone. Luffy continues to fail upwards. He gets pretty much every convenience and succeeds in spite of himself, like getting a grand fleet when he doesn't care or having precious lore at his disposal when he deliberately blows it off. His lineage and "fate" hands everything to him and it's the only real counter to the antagonists who are part of the same system.

Is it possible to unlock potential by working hard ?
Probably not. There are people in OP who have been training all their lives but will forever be weaker than Luffy was when he set off on his journey. The major difference between 'Hard Work' and 'Talent' in OP is how quickly and effort it takes someone to reach their maximum potential.
