So if Shanks was at Fishman Island, Shirahoshi would have told Loki.
Shanks has a motive. She told Beckman that it was time to claim the One Piece.
When Luffy defeated Kaido, Shanks new that the end of the World Government was near. He could start to set things in motion. Poseidon is an important piece.
His crew his Devilfruit free. Going down to Fishman Island carries alot less risk for them than for other crews.
