What Orochi did was good plot for Orochi's character made him look like an evil piece of shit

I don't think you get the point of my question, the question wasn't about plot or panels. The question was is Tama giving the Kibi Dango to the SMILE users such as tricking them into eating it worse than Orochi giving the starving people of Ebisu Town the failed SMILEs.

I do agree though that what Orochi did was good for the plot, and I also agree that Tama taming the SMILE users are a waste of panels.

If you are asking it as a judgement of character or trickery of course it's Orochi. He's depriving them of their emotions.

Beast Pirates eating the dango just make them stupid to begin with

The people of Ebisu town were starving and needed food

It depends on your point of view on which is worse? Forceful slavery or forcing people into starvation while giving them curse food knowing said fruit will rob of their emotions.

Occhi did it to be cruel while Tama is doing it for a noble cause and isn't a bad person per a say such as taking advantage of her power in a shameful purpose.

In the current situation, what Orochi did is worse.

In a fair/equal situation, where both the users (Tama & Orochi) and purpose (human experiment & fighting for freedom) is equally good/nice, depriving someone their will is worse than depriving them emotions. Especially if it's linked to 21 century earth.

To combat Tama's slightly doubtful method, Oda will make the slave have the ability to resist their master, so in the end it won't be that bad of enslavement.

Guy above is correct, Babanuki can't resist. So it's total domination.

If Oda doesn't give some moral leverage over the slave slave fruit, then what One Piece trying to convey to us is enslavement is okay if it's for good purpose.
Yeah. What worries me more is that they're human "with animal modifications", not "animal that's given humanity", so the enslavement is closer to "human rights" stuff rather than the common trope of "beast taming".

Without context, the two things are roughly as bad as each other.

With context, Orochi is trying the jury-rig a happy country through just about the cruelest and most delusional method possible in order to avoid actually fixing any of the country's problems.

Tama is trying to ease the level of fighting in Onigashima and stop the whirlwind of slaughter, destruction, cruelty and bad choices that make up the Beast Pirates in order to make a better world for everyone, theoretically including her victims.

Orochi handed them failed Smile Fruits needlessly and to be cruel. Tama is taking drastic measures to accomplish a noble goal: freeing her country from the Beast Pirates.
So slavery is okay if it’s for a good cause?
