General & Others Is that guy the main villain of Elbaf?

I doubt it's him, but on the topic of villains...I think it'd be cool if Scopper was one (maybe he trained loki like rayleigh did w/ luffy idk).
I also think it'd be cool if Enel or Urouge and/or Shiki were affiliated with Loki.
And maybe Loki has his own "counterpart" to the New Giant Warrior Pirates that are working in the shadows, planning something big.
