I think Oda could reveal some navy special forces created over the time skip by Akainu. Basically an elite group of VAs recruited via the draft that are the marine equivalents to the tobi roppo.
Perhaps some of the VAs on the egghead raid are part of special forces. Otherwise Oda might not reveal them until Akainu becomes an arc villain.
