Because Jinbei was getting hurt by Who's Who attack, and out of sudden Who's Who is the one getting hurt by attack Jinbei. Literally never happened something like this at Manga. We have Luffy vs Katakuri where Katakuri haki makes Luffy feel pain when they match fists but never when Katakuri only defends himself from Luffy's hits. Imagine that happened in that fight, no one would have doubts about Katakuri winning.
