Oda saying Ushimaru isn't his father is in my opinion a deliberate attempt to subvert expectations so that the answer will still be a surprise
So in other words there's emphasis on the fact that he's not necessarily his father, but they still likely hold a blood relationship. Oda may have thought he was being slick with that so people would just assume they weren't related if they didn't read it carefully enough

the deal with ushimaru is that he was too old for be his father 55 years ago a ship lft wano so probably his daughter was there and she meet a foreigner name roronoa

I’m pretty sure the whole village is shimotsuki. They’re probably all descendants of the clan similar to how in Naruto the Uchiha and Hyuga all lived in their own section of the village
I'd say so. Especially since Oda might be planning something significant with Zoro and Ryuma given it seems like he's been planning a connection between the two since the very beginning of the story.

Ushimaru not being Zoros dad doesn't mean he isn't a Shimotsuki. Ryuma and his connection to Zoro has been even further empathized by Oda via making them both one eyed swordsmen and having characters explicitly call out his resemblance to both Ryuma and Ushimaru.
I guess so after the way Hyogoro and Kawamatsu introduced him and stated he looked like Ushimaru, plus the King of Hell parallel with Ryuma. And in general all this Samurai plot involving him, probably not coincidental
