Chakra reserves in Naruto. Well, unless its the chosen duo then it does not matter.
And so on.
Name a shonen power system that is truly consistent and not a plot device.
I do not find entertainment in trying to understand what Haki what used there or why it was not used or measuring the size of a black streak because even visual cues are not consistent.

It is not because One Piece power system shared the same flaws as other shonen power system that it is not a flaw. At least, with other shonen there is a clear cut explanation on how the power works. The authors do not let it be ambiguous for sake having a convenient way out.

-In Hunter x Hunter I do not have to ask myself if Nen is used.
-In Bleach I do not have to ask myself if reitasu is used. I do not have to ask myself if Bankai is used.
-In JJK I do not have to ask myself if Curse energy is used.
-In Hokuto no Ken, I do not have to ask myself when Hokuto shinken or Nanto seiken are used.
-In Dragon Ball I do not have to ask myself if Ki is used.
-In Jojo I do not have to ask myself when a stand is used.

The simple fact that we cannot, as readers, know for sure when Haki is used and what kind of Haki is used is an issue.

Bleach Reiatsu had an on off switch for relevance.
Ki, Stands and Nen and probably the rest too, but idk, are baseline to use abilities. Haki is not. You compare apples with oranges here.
Any ability in HxH needs Nen. DFs in OP do not need haki.
Ki from Black Clover would be a suitable equvivalent.
And guess what! You do not know when that is used either unless its spelled out.

But if you really care than simply assume CoO & CoA are always used. You can do that for CoC too since it would not change a damn thing except ruin your pl phantasies.

But it matters.
Haki was a one of the plot point of the timeskip, and since the return of the timeskip it is the key to all important fights. So yeah it matters.
And if it is not supposed to matter why created it?

Luffy needs Haki to used G4, Zoro needs Haki to be in King of hell mode, Sanji needs Haki to use Ifrit Jambe…haki is the official counter to devil fruit power and as I said above it is the key to the most important fights after the timeskip.
So yeah one does not need Haki to fight but haki moves the plot foward which is why it is essential to understand how it works and when it is used.

And guess what Black clover is a bottom of the barrel shonen manga.

I should not have to assume anything, it should be clear. One piece is a story using a visual media, therefore, at first glance, I should be able to understand what is happening on panel.
This have nothing to do with powerlevel but with basic storytelling.

It matters that it exists. It rarely, if even, matters when and how it is used. Its a baseline ability to survive the new world. You can absolutely assume that its used all the time without the mangaka shoving it down your throat. You already do so for CoO since its inception. You assume that it is used in fights all the time. For some reason its different for CoA and CoC...

And in none of these instances you will question whether or not haki was used. This is the opposite of the point you tried to make.

But in HxH you assume it. Everything unusual you encounter will automatically lead you to assume its Nen, even if its not spelled out for you.

Which you can. Haki is highlighted when it has significance. Otherwise it is just there.
