Impel Down is somewhere around the halfway point of Paradise, and Empty Bluffs is at the very least past those 3 islands that you can go to after FMI

so it would just be a straight up plot hole for them to arrive at ID before the SHs arrive at Elbaf

It doesn’t have to be that. Like Egghead where we saw multiple events that happened, they can switch to Cross Guild’s ID raid for couple of chapters in the middle of Elbaf then back to Straw Hats, Revo’s or RHP etc.
