We are receiving a lot of information from the World Government, in addition, the World Government is showing all its cards with the awakening of Saturn and the poor performance of Kizaru against Luffy with a handicap.

Everything seems that Egghead is a saga of preparation for the final battle against WG&Marine (which will take place in Elbaf) in the same way that Punk Hazard was a saga of preparation for the fight against Doflamingo in Dressrosa.

Meanwhile, Shanks and Teach aren't even on the Straw Hats' radar, all the focus is on the WG.

This way no need for each Island to have it's own Arc, He will only have Egghead Arc & then directly Mary Geoise Arc
Where Massive Battle Royale happens (Which also involves Revos Army, RHP & Cross Guild)

End of this Battle Royale leads directly to Final Act of Story, so it's hard to tell who's gonna be Eliminated & who's gonna stay

If they are the overaching threat, which is extremely likely, then Blackbeard, Shanks and Akainu can all be focused on and fall in the coming arcs before them.

I'm of two minds on the matter, personally.

While I absolutely agree that the Straw Hats' conflict with Imu and the World Government is the significantly more important one for the overall story, I would not put it past Oda for Luffy's last fight in the series to be a one-on-one against Blackbeard at Laugh Tale, after having defeated Imu and the WG. If this scenario were to happen though, I don't think Blackbeard's crew will be around to fight the other Straw Hats, it'd just be Teach for one final standoff with Luffy. Kind of in a similar vein to the ending of Devil May Cry 3.

However nine times out of ten, if I saw a character like Imu in another shounen manga series, I'd immediately go, "He's the final boss." And I think that's still very likely to be the case here. It's just... there's something about Luffy's conflict with Blackbeard that I could see Oda saving for the very end of the story.

I think Imu is absolutely the biggest macro-level threat. Like you said, his victory or defeat has the greatest impact to the broader world of One Piece. There's no denying that at all.

However, as I previously stated, I could see a scenario where Blackbeard challenges Luffy to one last fight at Laugh Tale, just before the One Piece is found. In this scenario, he'd likely be all but already beaten as I don't think that his crew will outlast the great war coming against the World Government.

Imo Blackbeard and Luffy will fight in God Valley. It disappeared 38 years ago and yet Shanks claimed 2 years ago he got wine from it to bring to Whitebeard.

As such, Shanks becoming an emperor may have occurred because the WG found out he took the Fishman Island Poneglyph and he hid it at God Valley
