And now there is a possibility that maybe Shamrock along with the rest of the God's Knights will be defeated at the end of the Elbaf arc.

Meanwhile the Admirals are still going strong, none of them were defeated, and we also haven't seen them go all out either.

after goku fights beerus, toriyama introduces new villains which goku fights, and goku gets more powerful
fans think new villain is stronger than beerus, and goku must be stronger than beerus now, but then it turns out he isnt

Same phenomenon with oda and admirals. Every single time after marineford , fans think (hope) the new villain is stronger than admirals, whether it be marco, doffy, katakuri, king, kaido..now its shamrock...once he goes they will pick someone else. In the end luffy will remain below admirals until oda thinks hes ready to defeat one

It is actually insane that 3 Yonkou have fell, Luffy who is a Yonkou got to go all out, even the Gorosei in one arc got to show multiple forms, and clearly under duress. But Oda keeps on making excuses to hold the Admirals back. These aren't fan made nerfs either, they're all canon. The CDs nerfing Greenbull and Fuji, Kuzan wavering against Garp, Kizaru literally feeding Luffy. Each and every one actively stated and cosigned by Oda.

Wouldn't of thought 10 years ago that we would be in the actual endgame after multiple top tiers have kicked the bucket, and Oda still keeps nerfing these dudes. It speaks to how powerful they are, that he feels the need to keep coming up with ways to restrict them this late into the series.

Think this is due to how Oda writes. Oda is in a dilemma, Admirals are a unit and they are simply too close to each other in power. If Luffy were to defeat an Admiral right now, or if an Admiral were to go all out there wouldn't be much surprise left for the Akainu fight. Oda is hiding all his cards for Akainu.

The Kizaru fight gave us a sneak peak that maybe Luffy still has room for growth before he can be placed above them. Kizaru made Luffy look like a rookie.

I'm not convinced an Admiral outside of Akainu will ever be going all out on screen, they may never fall.

The issue is they're too strong for their current roles. Otherwise there would be no need to constantly nerf them, he would just unrestrict them. But that would get in the way of the plot he is currently trying to write. That and he is saving the Admiral showcase for Akainu.
