Yes.
Oda also been putting mental shackles on them ( Kizaru EG, Kuzan Hachinosu ), and environmental shackles ( MF, Mariejois ).

1100+ chapters and Oda still done that, it can be deduced they're extremely strong but as a result, none of them also have gone anywhere near all-out, which is annoying.

GreenBull could show up in Elbaf and i doubt he's gonna go ham either.

I believe they're gonna go ham, in maybe 3-4 years from now at best.

Oda likes them so much more then he liked the Yonko it's crazy. I genuinely feel uncomfortable with how much Oda dislikes Kaido lol. He didn't give him a coherent reason to execute Oden the way he did, but he just couldn't bring himself to draw Kaido killing Oden without it being cowardly. No one can explain why Oden wasn't kept in a jail or asked about Laughtale ever.

Kaidou is like the biggest pussy in the verse, who contradicts himself at every turn. He ran from Oden for years, when Oden finally came to fight, he cheapshotted Oden, and then killed the hag as if he didn't capitalize on what she did, then he decides to boil and shoot a weakened Oden so what was the purpose of killing the hag exactly? But apparently he wants to die and wants a good battle, yet when a guy who can actually kill him shows up, he doesn't want to be seen anywhere near him. Did I mention he hid in Wano majority of his career just to avoid battle?

Also yes it's strange Kaido killed Oden while he previously killed the Hag.

Oda loves his admirals and at this point I'm not even sure they'll all stay on the antagonist side. Even Akainu could very well oppose the CDs and might lose his temper if he finds out about Imu's existence. Luffy will never like him obviously but there's a 'the enemy of my enemy is my ally' possibility in the room

It is actually insane that 3 Yonkou have fell, Luffy who is a Yonkou got to go all out, even the Gorosei in one arc got to show multiple forms, and clearly under duress. But Oda keeps on making excuses to hold the Admirals back. These aren't fan made nerfs either, they're all canon. The CDs nerfing Greenbull and Fuji, Kuzan wavering against Garp, Kizaru literally feeding Luffy. Each and every one actively stated and cosigned by Oda.

Wouldn't of thought 10 years ago that we would be in the actual endgame after multiple top tiers have kicked the bucket, and Oda still keeps nerfing these dudes. It speaks to how powerful they are, that he feels the need to keep coming up with ways to restrict them this late into the series.

Think this is due to how Oda writes. Oda is in a dilemma, Admirals are a unit and they are simply too close to each other in power. If Luffy were to defeat an Admiral right now, or if an Admiral were to go all out there wouldn't be much surprise left for the Akainu fight. Oda is hiding all his cards for Akainu.

The Kizaru fight gave us a sneak peak that maybe Luffy still has room for growth before he can be placed above them. Kizaru made Luffy look like a rookie.

I'm not convinced an Admiral outside of Akainu will ever be going all out on screen, they may never fall.

You forgot to mention that Aramaki and Isho fought each other lol, thats how insane Oda is nerfing them
