I'm sure that Luffy will find the One Piece but somehow Buggy will be the Pirate King thanks to some misunderstanding.
The perfect finale for One Piece, Luffy has a specific dream and if he isn't the Pirate King for the One Piece people, who cares? Wuggy, I support him especially after the flashback with Shanks after the Roger's execution

Luffy will be the King of the Pirates
Buggy will be the God of the Pirates

-Teach removing Magellan's poison barricade in level 2, prisoners thought it was Buggy, then BB Pirates hypnotize the Marine to open the gates of Justice, which once again they thought it was Buggy.
-Luffy helping him in Impel Down, and freeing Croc later lead to creating Cross Guild due to Croc only giving him money because they together escape from ID.
People meme about it, but there is a legit chance that Buggy will become Pirate King whether they like it or not. As far as we know literally all it would take for him is to stumble upon the One Piece first/be recognized to be the one to have done so and it is a wrap.
Oda likely made Luffy have a secret dream unrelated to the Pirate King title for that exact reason, so people can cope and say “w-whatever, not Luffys REAL dream anyway!” once Buggy becomes King.
All agenda aside, Buggy's whole gag is falling upwards and getting into increasingly more powerful but thus also desired and hence dangerous titles for himself.
People said he would not become a Yonko after becoming a Warlord since Oda respected the title so much to "waste it" on a gag character like Buggy. Well, he is a Yonko now. People are saying "no chance Buggy becomes Pirate King, Oda respects the title to much" are just repeating the mistake of the past.
Namely believing Oda would hesitate even for a second to say "fuck everything else, that shit funny!" when writing.
Hell, while I fully expect him to not ACTUALLY take control of the WG like Imu does, I fully expect Buggy's ass to somehow end up on the Empty Throne too just so people can have a laugh about him becoming King of the World.

This is why I predict there will be an alliance between the Straw Hats, Revolutionary Army and Cross Guild in Marijoa raid arc.
Impel Down and Marineford has forshadowed this. They’re all friends in a rival sense and have a history with each other but will gladly rally behind Luffy against WG. Buggy will play the “gag filler” role like those 2 arcs and will sneak around to the Empty throne while the others are doing the heavy lifting.

Man, people have spent upwards of two decades declaring Luffy as the only REAL MC in shonen since he " was not some typical chosen one with a broken power, instead making his weak fruit work for him!" only for Oda to make Luffy a chosen one with a god fruit and this was their reaction:
