Marco implies that WB wanted to avenge Oden and, at least, beat Kaido. He explains they didn't try it because it would cause countless amount of casualties among the citizens if their crew launched a raid on Wano to take Kaido's head but ... they didn't need to go there to do so !
The chapter literally says that Kaido and his crew does sailing. So logically, they're not always in Wano.
Yonkos such as BM and BB shows some skills to keep themselves informed of what's going on in the world. For example, BB did know BM was going to Wano to take Luffy's head. So it's possible for a Yonko to track another one. Then, how come Whitebeard didn't track Kaido when he was sailing outside Wano ? He could very well have ambushed him on the sea route that leads to Wano without any casualties among the citizens ...
Furthermore, killing Kaido would have saved Wano and its people, since he's the main reason this country is in a poor state. After that, Izo should have gone to Wano and tell everyone the good news. But in the end ... he didn't care at all !
If he was really concerned by the situation of his own kind, he would have thought of every possible way to end their suffering as soon as possible. He certainly would have pressured WB to attack Kaido upon learning that he went on an expedition (because Kaido is also not the low-key type when he goes into action, everyone should be aware of).
But instead, he and Marco, not to mention WB, make excuses for not fighting The World's Strongest Creature ...
