Comparison to moubu means nothing. So ou has never seen full power moubu since moubu himself said he is going to fight with full might for the first time in his life during his duel with kanmei. Lol even Shoumou was compared to moubu.

He probably can't defeat Ranbihaku in a battle with armies either. Ranbihaku isn't portrayed to have much tactical aptitude but so is Jiaga.

Ranbihaku doesn't even seem to be smarter than Rankai lol, I'm not so sure about him being able to beat Jiaga in a war. He's been consistently portrayed as an utter lunatic who doesn't even speak

I said this before, the fact that RBH gave trouble to both Ouki and Kyou shows how this statement has nothing to do with RBH strength in a duel, as Ouki and Kyou are world's apart in that regard, Houken showed that clearly. RBH can pose some trouble many different ways as a berserker general on the field

Probably on the same level but my money is on Jiaga
