Currently Luffy has 9 main members of his crew them being given the title of senior officers by the world
While Luffy(oda) isn’t likely going to add new crew members that are considered “senior officers” I don’t think he’s done adding more members. That not including the fleet or him considering all his friends strawhats at the end or something
I think the theory that he’ll get 4 members per sea is very much possible but in a more indirect way
It going back to my poneglyph nakama theory. With us getting a representative from each of the original locations of the road poneglyph

- FMI: we already got Jinbe to represent and he’s more likely than not the last “main” strawhat to join that’s gonna be considered a senior commander
- Wano: they got a lot of options from Yamato, kinemon, tama, and momonosuke. I’m personally on the momonosuke train tho because I think he’s the most important and the one with the most general potential. If anyone is gonna be the Oden of the crew I want it to be him. Him like his father likely being a temporary addition
- He could be the moon to Luffy's sun and the heaven to Zoro’s hell
- As for who could rule in his place while he’s gone? His sister hiyori with the help everyone else
- Zou: if any mink were to hop along it should be carrot no pun intended. Her maybe tagging along with momo like neko and inu in the past. Them basically being tag alongside of a tag along
