Joyboy lost and the Celestial Dragons / World Government won the void century.
So where did they defeat and kill Joyboy?
Since the world government won 800 years ago, they did not change much: They still keep slaves to build giant bridges, run transportation infrastructure and for "personal entertainment". So the way how they treat their enemies (free men/pirates / D Clan) should also not change that much.
So they would punish someone like Joyboy similar to Roger: Execute him close to his birthplace/hometown (in Rogers case east blue, Louge town).
So where did they execute Joyboy?
When some Strawhats (Usopp, Robin, Chopper, Zoro and Nami) arrived in upper yard they visit the sacrificial altar, where Noland killed the Serpent Sun God of the Shandorians 400 years prior. Noland was executed later. Steep stairs lead up to an elevated execution Platform (similar to Rogers death platform).
Robin confirms in chapter 245 that the Altar is 1000 years old. Making it a valid spot for execution that took place 800 years ago at the end of the void century.
The Altar is seen as cursed in view of the Vassals of Enel: No one wants it in their domain(chapter 248) Shura explains it to Chopper later: For One to live ... Another must die.
This simple sentence is the entire system of the Altar:
Noland saved Mousse on the same Altar from execution by the Kami ( a giant serpent (analogy to Celestial Dragon)) ... and later he was executed himself.
Chopper was saved by the Going Merry (more focused on damaging the ship than killing chopper) from the fire spewing Bird Fuza on the sacrificial Altar (chapter 248) ... later the going merry died by burning to death herself, ending its Voyage.
