Kenjaku even wanted Jogo to grow stronger and then to absorb him, so clearly he wasn't worried he couldn't pull it off
Tho, Jogo is strong, he just had the bad luck of running into Gojo and Sukuna.
Regarding Toji, there's a very good argument to be made that he was simply retconned powerwise and even ability wise.

Going from someone even or at best slightly stronger/weaker than pre awakened Gojo, who is still super strong, to being stronger than special grade sorcerers and upper tier cursed spirits is a big jump, when you factor in abilities. Gojo without a domain is at a big disadvantage. Just compare him to current Yuta. Gojo had focused infinity and blue. Yuta has his tech, much more cursed energy, RCT, domain and so on.
Imo, Gege probably did not intend to make the gap between Gojo/Sukuna and the others as wide as it is now where they by themselves can solo the verse if the other is not involved, so he clearly retconned some things, like Toji's power, Gojo and Sukuna in comparison to all the others, and probably Gojo's power pre awakening as well. Narratively it should be higher, same as Toji then.
