Literally nothing suggests Vegapunk is leagues above either of them and to think so is not even smart since they are literally peer colleagues that worked together…

As a matter of fact they are each better than him in their specific fields of study. Vegapunk is not a better chemist than Caesar. Not a better bioengineer than Judge. Can’t make better cyborgs than what Queen has turned himself into and his laser tech is powered by Kizaru unlike Queen’s who is self made. And every single last one of them as showcased skill outside their forte.

They best him in their fortes and it’s why he needed their help when they worked together… Vegapunk would be a jack of all trades scientist with no specific field mastered.

Judge manipulation of Lineage Factor can’t be topped. He’s making super soldiers with artificial Devil Fruit powers embedded in them without the Sea’s curse, not to mention the infinite army he has baking

Also Vegapunk isn't really vulnerable to sneak attacks, he/she has a shark that eats ships for him, if that doesn't work he has 6 robots with lots of hax to eliminate his opponents ( though I doubt they could do much against a Yonko since Punk 02 pissed her panties when she saw Zoro and Robin )
