Literally nothing suggests Vegapunk is leagues above either of them and to think so is not even smart since they are literally peer colleagues that worked together…

As a matter of fact they are each better than him in their specific fields of study. Vegapunk is not a better chemist than Caesar. Not a better bioengineer than Judge. Can’t make better cyborgs than what Queen has turned himself into and his laser tech is powered by Kizaru unlike Queen’s who is self made. And every single last one of them as showcased skill outside their forte.

They best him in their fortes and it’s why he needed their help when they worked together… Vegapunk would be a jack of all trades scientist with no specific field mastered.

Judge manipulation of Lineage Factor can’t be topped. He’s making super soldiers with artificial Devil Fruit powers embedded in them without the Sea’s curse, not to mention the infinite army he has baking

Vega means brighest star, he's the only one described as 500 years ahead of his time.
Caesar was decent, he tried to do some human deforming experiments alas they were unsuccessful. Queen & Judge are whatever.
Vegapunk's science handled a yonko crew without much trouble, he can create holograms, change the weather etc.
His Lunarian work literally replaced one of the three powers. He knows how to feed devil fruits to objects and now he has created an army of sea beasts resembling an ancient weapon. There's no room for comparison.
