They never sent an Admiral to go an get rid of Luffy. Green Bull did that on his own accord. Infact plotwise, it suggests that they didn't want to get rid of Luffy, because they dubbed him a Yonko. The WG is all about maintaining the balance, which is why Kaido and Big Mom were replaced immediately following their downfall.

Not to mention, they have an interest in Wano, which has yet to be explored. They aren't going to nuke an island off the map, when that Island has something they want.

He didn't act like an actually competent leader and tell him " hey there's a Yonko in there with his crew, along with Samurai and 2 characters who just tag teamed a Yonko and threw her off the island, I'm pretty sure you're gonna die if you fight so many top tiers at once. ". And why would they suddenly change their mind about getting rid of Luffy? Need I remind you that he does still have an INCREDIBLY important fruit that they've been seeking for centuries?

Vegapunk is most definitely better than Caesar in every regard. Caesar failed to gigantify while Vegapunk successfully created Lunarians. Caesar also could not break the children’s candy addiction while Vegapunk could. In fact nothing any other scientist has shown is on the level of Vegapunk literally cloning the Warlords and turning those clones into Lunarians who obey the WG without question.

As for Queen, literally Vegapunk’s cyborgs are all arguably just as advanced as Queen who really is barely more advanced than Franky, if at all…
