It means struggle against chaos, chaos in this case, referenced by Kaidou’s idea of paradise, where he wanted a paradise for pirates, had his Onigashima project succeeded, he would have created an anarchist Country that was ruled by pure strength, Luffy, brought order, Oda even had him take a fucking lightning bolt in his hands like he was Zeus or something, and with it, restored Wano, before Orochi and Kaidou destroyed it.

, basically, Oda has shown great interest in Greek mythology, the important Ancient Weapons, BM’s homies and so on, SO! In one of the stories, Zeus was struggling to defeat the mighty Typhoon, but, after a long battle, Zeus won and killed Typhoon, with the final blow being him pushing him inside the Neapolitan Mount Vesuvius, a famous volcano, there, Typhoon was paralyzed, and finally succumbed to his death.
