But he gets mid diffed by CGR in a duel.

Kaioku Army gets mid diffed by CGR Army as well.

Kaioku should be more then capable of keeping up if we go by the stats, but so far he didn't have much chance to show his skills so as of now Chougaryuu is a safer bet.

Oh shit, my fault. I’d still put CGR above him solidly. Kaioku needs to have more feats.

Kaioku still have things / pieces of evidence for us to establish a portrayal / level for him :

Portrayal :

- Stats : 85 STR / 92 / Leadership / 93 smarts : huge stats for a sub. Two above 90. And 93 in brain is quite good. It’s as good as SSJ and Chu Ga Ryuu.

- He is SHu Hei Kun right hand man and go to guy. If there is a mission to do somewhere he is sending Kaioku. And different type of missions : diplomatic, fighting, tricking the enemy, gathering supply etc. SHK is likely GG level so his right hand has to be great.

- Kaioku is a lecturer and seems to be a great professor in the strategic academy. So the guy should know his subject.

Feats :

- for the battle of Sai, SHK sent Kaioku tod Eden’s the King with only 100 men. The guy did a great job sending reinforcement everywhere, protecting his wall and guessing which wall needed more protection than others etc. Without him they would have fallen.

- Led tte fake supply force and clashed against SSJ during the Zhao war

- fought in the state of Ai battle.

There is absolutely nothing suggesting Kai Oku is remotely qualified to see Chou Ga Ryuu.

There's nowhere near enough material to even bother entertaining this hypothetical.

RSJ's hype exceeds that of SHK. One is just one of three Great Heavens, the other is the Head of Qin Military Affairs. One was considered an equal to Ren Pa, the other is BFFs with Mou Bu.

Even if residual hype was all we could go on, Chou Ga Ryuu comes across far more favourably.
