It's just a rule he places on himself to provide a handicap to others. There isn't anything actually forcing to keep this rule, he just does it cuz he wants to.
They do. Lille's attacks in Vollstandig are much faster than anything Kakashi has reacted to.
Also you can't phase through something that doesn't exist. It just pierces.
Kakashi has to make himself intangible and when he's expecting a projectile instead of instantaneous piecing, it's not gonna look good for him.
They are lightspeed, the only thing that they do different from real light is have the X-axis spatial manipulation with the light rays.
Even if you want to argue that they aren't, it's still much faster than anything Kakashi has actually reacted to.
I know that not all intangibility is the same, but Kakashi has to focus on which part he's intangible. Lille is passively intangible everywhere.
He's not aim dodging those AOE abilities. Lille is faster with his teleportation. Goes behind him and pops him in the head.

Please. Shunsui's bankai has reality warping hax and that didn't even kill him. Kakashi isn't cutting anything with his Raikiri. Lille's attacks actually work on intangible people.
Even if we grant Kakashi's ability somehow working on Barro. so what? That doesn't stop him from regenerating and being immortal. After regenerating, he spams AOE spatial manipulation attacks and kills him.
1. Everything has a soul in Bleach, even that lamp post.
2. Human that are spiritually aware also have dense spiritual bodies to interact with them. That's why some pluses can phase through buildings and humans.
3. It's a whole new argument we can get into, but it would drag on, so we can just drop this entire argument.
Lille's fate was unknown, they apparently kicked him out and sent him to Hueco Mundo, but tbh I don't know if that's true.

Let's ignore the fact Kakashi literally cannot harm Lille. Lille has only been harmed by 'hax' abilities that share wounds. The only person in the NV who could fight him is Hidan, and even then, Lille can't die, so...

One attack lands well and you die instantly, whereas attacks cannot land on Lille at all. He is a literal god, as quoted in the Manga, where the powerscale is muuuuch more ridiculous to begin with.
Kakashi oneshot loses against base Lille. He oneshot loses in pretty much every scenario. He could fight with fully powered Team 7, they'd still get roflstomped. Lille, Gerard, Aizen, Yhwach... even Ichibei completely outscale the narutoverse itself. Lille isn't losing, and to have a fight between Lille and anyone from the NV is insulting to Lille. To be honest, Lille probably solos the verse unless he can be sealed (no evidence he can be) including Ootsutsukis. To say that Kakashi can win this predicates one of three things:
1. You do not grasp the powerscales of Bleach and/or Naruto
2. You do not grasp the sheer ridiculousness of Lille specifically (he literally had to be Deus Ex Machina'd out of the story)
3. You are trolling

Nah BFRs like that just won’t work in the long run. The thing is once he does do that, Lille can exit it pretty easily with the shadow Schatten that Quincies use to travel between dimensions just like Hollows do with the garganta and Shinigami do with the senkaimon. No reason for Lille to not just walk out and leave at that point.

Lille is literally intangible, none of those Kamui attacks are taking him out for good. If he starts out in base it will just bother him enough to enter volstandig. It literally took dumb hax from Shunsui to even harm him physically, hax that Kakashi doesn’t have and Lille came back after all that like nothing happened yet you think Kakashi with Kamui Shuriken is putting him down lmao.
