no especially since his daddy increased his bounty by paying for it himself instead of the government judging him dangerous enough to increase it on their own

Bounties are not quite relevant to me. To be more precise though, it depends on their entity, how they origined.

For example a high bounty generated from heinous actions doesn't necessarily equate huge power level.
