This + the added the context of King’s race one inhabiting the Redline before something happened strongly indicate that King has something against the World Government and possibly the Navy specifically.

Imagine if it was someone of the government to exterminate his race, he would probably be pretty pissed and planning to hit them, perhaps the CP0. But he isn't focused on that now and he would likely not act too recklessly.
