I assume they meant that Ji Aga is the best martial beast subordinate of Shibashou.

I remember Kan Saro being called the best subordinate General overall.

So strength wise, the Seika Army is probably;
I) Shibashou.
II) Ji Aga.
III) JKR.
IV) Kan Saro.
V) Gaku Shou.

For brains, it is probably;
I) Shibashou.
II) Kan Saro.
III) Gaku Shou.
IV) Ji Aga.
V) JKR.

SBS is not listed along this. I think Kan Saro was called the best general outside of SBS so i assume the same applies here...but make no mistake Ji Aga is a monster. Shin was stalled and overwhelmed by the former strongest warrior of Seika. Imagine Ji Aga vs Shin

He's the strongest overall
Kansaro most balanced among the stats
Gaku Shou more brain oriented
JKR a weaker Kansaro

They pribably have to have at least one or two more generals reserved with SBS appearance like Seikaun of the 10 bows
