idk about should, but I wouldn't have had a problem with that. It could've been used as motivation for Shin actually going out of his way to study conventional warfare tactics and strategies to broaden his horizons.
I have no problem with Heki becoming a general first because he was on the track of becoming just "regular" general, and he will likely end up becoming a "regular" Great General when it's all said and done. The Q3 were groomed for greatness and kept close to encourage growth enhanced by rivalry. I look at Qin's approach as being similar to holding back your Pokémon from evolving to develop a better moveset.
imo the Q3 maxed out experience as unit commanders and that will make them better generals.
I think, at the latest, they could and should have been generals for the Gyou Campaign, which kicked off around ch 500. That would've still been a little too late for my tastes but not too much.
imo Koku You should have been Shin's first campaign as a general. I think having his debut serving under Kan Ki would have been fitting for a number of reasons, not the least of which that it would've been a rude awakening to the realities of warfare as a general sees it.
imo there was no reason to deny Ou Hon the promotion to general after WFD other than to preserve parity. Shin could've been promoted to 5K Cmdr and Kyou Kai to 2K or 3K Cmdr.
Mou Ten should've been second and confirmed to have been promoted around the State of Ai arc.
Shin being promoted to general just before Koku You, should've also had Kyou Kai getting promoted and her unit being fully absorbed as part of the 10K, with her rank being 4K Cmdr or higher.
